The VCM program focuses on strategic skills needed to advance procurement value and is designed to challenge procurement professionals to act as change agents for promoting procurement as a strategic partner in achieving agency goals.


The ten-day classroom program covers:

• Advancing Procurement Value


It is offered annually in Richmond, VA by the DPS/Virginia Institute of Procurement (VIP), Patrick Henry Building at 1111 East Broad St.

  • About the VCM Program

    VIP partnered with TwentyEighty Strategy Execution, formerly IPS Learning & ESI International, to design, develop and train the VCM program based on the objectives identified by the VCM workgroup and DGS/DPS management.  Following the pilot in 2015, the program was evaluated and updated to further enhance the design and content.  The VCM will continue to evolve as a “living” program that reflects the changes and current mindset on how best to promote procurement’s strategic value.


    The VCM certification designation is not based on an exam.  Instead, attendees will be placed in teams and given a procurement challenge from which they will create a strategic plan for implementation.  In week one, each team will determine their approach to resolving the challenge and at the end of week two, the team will present their plan to an executive panel.


    Attendees are expected to commit their full attention to the training and team assignments during the two-week program.  A two-week break is scheduled between the first and second week of training to provide time to catch up with work, but to also research and collaborate with your team to work on your challenge.  Plans should be made with your manager for covering your work in your absence.  When you apply for the program, you are stating that you are fully committed to the time expected to complete the program.

    The criteria for VCM candidates were developed to assess when a procurement professional is likely to be in a position to effectively apply knowledge gained from the program in their career.

  • VCM Application Process

    Application Deadline:  April 14, 2017

    To be considered for the Virginia Contracting Master certification program, candidates must submit:

    1. Application Form
    2. Cover letter expressing why you should be considered as a candidate for the VCM program
    3. Reference letter from Agency or Entity Head
    4. Organization Chart with your position
    5. Documentation to support experience, ex:  EWP for state agencies
    6. Profile form


    For Procurement Manager II Only:

    In addition to the above documentation, submit a copy of a solicitation and award with a cover letter that explains why this contract is highly complex and impactful.


    Submit the VCM certification application and documentation by scanning and emailing to


    Once the VCM application is received by VIP, the Administrator will send a confirming email.  The Administrator will conduct an initial review and send an email if the application is incomplete.  Incomplete applications will not be evaluated by the evaluation committee.


    Complete applications will be reviewed by the evaluation committee and notification of approval or denial will be issued by email by Monday, May 8, 2017.  Approved applicants will receive an approval code to use in the online registration system to schedule and pay for class.  Class registration and payment must be completed to ensure a class seat for the scheduled date.


    Application approval is valid for 24 months as long as the applicant’s position has not changed.  If you are unable to attend the class after approval and/or registration, you may not automatically switch the class date/registration for the following year.  The Notice of Cancellation policy will take precedence over any class changes.


    Notice of cancellation

    You must notify VIP in writing of class cancellation at least 45 calendar days prior to the start date of the registered class.  An approved, qualified substitution may be submitted up to 21 calendars days prior to the date of the class.  There is $100 administrative fee for substitutions and refunds.


    If the cancellation is less than 45 calendar days but at least 32 days prior the class start date, you will receive a 50% refund less the $100 administrative fee.  Cancellation less than 32 days prior to class start date is not eligible for a refund.
