Dennis Blackwell, CPPB, VCO - Procurement Management Account Executive
Dennis is a Procurement Management Account Executive for the Policy, Consulting & Review Bureau in the Division of Purchases & Supply at the Department of General Services. His duties include providing procurement management consulting and technical assistance to 22 Commonwealth of Virginia agencies. Dennis received his BS from the University of Virginia and his MBA from Golden Gate University.
Katherine Bosdell, CPPB, VCO, VCM - Statewide Strategic Sourcing Officer
Katherine is a Statewide Strategic Sourcing Officer for the Division of Purchases and Supply and is an instructor for the VCA+ and VCO certification programs. She previously worked at the Jamestown-Yorktown Foundation, College of William and Mary, and the VA Dept of Agriculture and Consumer Services, and graduated from the College of William and Mary.
Sharita L. Bryant, CPPB, VCO, VCA - Statewide Strategic Sourcing Officer
Sharita L. Bryant has served as a Commonwealth employee for 15 years. Before joining the public service work force, Sharita worked 4 years in the retail industry where she started her materiel management resume’. Sharita has spent her entire government career in the procurement process and has had the extreme benefit of being mentored by state and nationally known Procurement Professionals. Sharita is an active member of both Virginia Chapters of NIGP; Capital Area Purchasing Association (CAPA) and Virginia Association of Governmental Purchasing (VAGP). Sharita has been an active participant of the VAGP Board of Directors of VAGP since 2007; graduating the Mentor Protégé Program, serving as Diversity Chairperson, serving as 2014 Membership Chairperson, elected as the 2015 Secretary to the Board of Directors, and continues to serve as the current Treasurer of the Board of Directors. Sharita loves and strongly believes in growth, she is eager to learn and implement innovative and new business processes, and most of all sharing her public procurement knowledge with others. She enjoys sharing her knowledge and experience with others with hopes inspire someone else! Outside of her public procurement role, Sharita is the mother of three outstanding daughters.
Shane Caudill is the Director of the eProcurement Bureau (eVA Program) for the Commonwealth of Virginia. Mr. Caudill has been with the eProcurement Bureau for over fourteen years and has been involved with Virginia’s award winning electronic procurement system, eVA, since joining the bureau. His experience with eVA is wide ranging and includes leading and directing information technology operations across broad disciplines, including procurement, software development, testing, production support, project management, database technologies, customer satisfaction, vendor relationships, strategic planning, staff development, promoting change and improvement, and technology implementation. Mr. Caudill previously served the eVA Program as the Deputy Director, Vendor Support Manager, Catalog Manager, and Functional Lead for the eVA Quick Quote Module. Mr. Caudill obtained his Project Management Professional (PMP) certification in 2014.
Floyd Coburn II – Director, State Surplus Property Program
Floyd is the Director of the State Surplus Property program. Floyd has held a management position with the State Surplus program for the last ten years. Before coming with the Commonwealth he served as a Co-Manager for Wal-Mart Stores Inc. for over 14 years.
Maureen Daniels, CPPO, CPPB, VCO - Procurement Management Account Executive
Maureen has been an Account Executive with DPS since 2007 assisting with the procurement management of state agencies, providing consultation, advice, process modeling, e-procurement solutions, regulation and policy interpretation, training and compliance reviews. Maureen has over 30 years experience in Public Procurement, she served in the United States Air Force, worked for Miami-Dade Transit and the City of Richmond. She has an Associates and Bachelors Degree in Business Administration and is an instructor for the NIGP and VIP.
Jan Giffin, CPPO, CPPB, VCO – eVA Business Manager
Jan Giffin is the new eVA Business Manager. She has been a trainer at DPS for more than sixteen years and has been involved with eVA since its inception. Jan started out in purchasing at the Virginia Community College System and has been in purchasing at several state agencies for more than 17 years. Jan is currently President of the Virginia Association of Governmental Purchasing (VAGP), a chapter of NIGP.
Kimberly Hatala, CPPO, CPPB, VCO – Procurement Management Account Executive
Kim is an Account Executive for the Policy, Consulting & Review Bureau in the Division of Purchases & Supply at the Department of General Services. She provides technical and procurement management consulting services, procurement training, and recommends procurement-related improvements to her assigned agencies. She has over 24 years experience in purchasing and material management in both the public and private sector and is long standing member of NIGP, VAGP and CAPA. Outside of her public procurement role, Kim enjoys life as a mother of 2 children, 3 step-children, 3 dogs, 4 horses and a “Mimi” to 3 grandchildren.
Ron King, CPPO, CPPB, VCO, VCM – Manager, Services & Statewide Contracts
Ron holds a Bachelor of Arts degree and a Master of Arts degree in English from James Madison University. He enjoys teaching at VCU as an adjunct professor, as a master instructor for NIGP, and for various public bodies, and public procurement professional organizations. Ron also has over 31 years of purchasing experience in both the private and public sectors and is currently the Manager of Services and Statewide Contracts for the Department of General Services, Division of Purchases and Supply.
Kelly J. Langley, CPPO, CPPB, VCO, Procurement Management Account Executive
Kelly joined DPS as the Deputy eVA Business Manager in April 2010 and was promoted to a Procurement Management Account Executive in December 2012. She provides technical and procurement consulting services, training, and recommends improved procurement-related operations to assigned agencies. Kelly has 20 years of public procurement experience working in various public sectors including the Virginia Department of Transportation, the Virginia Department of Behavioral Health and Development Services and Riverside Regional Jail Authority.
Tina M. Rodriguez, CPPB, VCO – Statewide Strategic Sourcing Officer
Tina is a Statewide Strategic Sourcing Officer with the Department of General Services, Division of Purchases and Supply. She has been an employee with the Commonwealth for 30+ years, 10 of which have been with DPS. Prior to coming to DPS, Tina was employed with the Department of Treasury for 20+ years.
Angel Rodriguez-Serrano, VCO, CEPP - Procurement Management Account Executive
Angel joined the Policy Consulting and Review Division in December of 2012 as an Account Executive and is responsible for 25 State agencies. He brings over 17 years of purchasing experience with the private sector and federal and local government with many years of IT experience. Angel previously was an e-Procurement Support Manager with eVA supporting all the sourcing tools.
Pete Stamps, CPPO, VCM, VCO – Statewide Strategic Sourcing Manager
Pete is currently a Statewide Strategic Sourcing Manager with the Division of Purchases and Supply and has 27 years of state procurement service. Pete is a past president of the Capital Area Purchasing Association.
Clarence Wilson, CPPO, CPPB, VCO Procurement Management Account Executive
Clarence began his 36 years of state service with the Virginia Department of Emergency Management. He joined the Policy, Consulting and Review Division in December of 2006 as a Procurement Management Account Executive. Prior to coming to DPS, Clarence was employed with various state agencies such as the Virginia Housing and Development Authority and the Virginia State Police. He holds a Bachelor’s in Business Administration and has served on the Board of Directors for VAGP and CAPA
Cindy Wilson, MBA, CPPO, CPPB, VCM, VCO, CEPP – Procurement Management Account Executive
Cindy received her introduction to public procurement 29 years ago at Virginia Commonwealth University. She currently works as a Procurement Management Account Executive at the Department of General Services/Division of Purchases and Supply. She has worked at several agencies/entities including MCV Hospitals, Department of Aviation and the Virginia Retirement System. Cindy is a past President of CAPA and served on the ISM Board of Directors of the Richmond Metro Chapter. She received her Bachelor’s Degree from James Madison University and her MBA from Averett University.
